Celluloid Charm: RARE Dog Hiding Under Helmet

At first I thought this charm was a turtle but if you look closely you can see the fluffy ear and then of course what turtle has that big tail?!?! Then I wonder if this is a helmet, and if not, what is it???? It could be a decorative bowl, ooooh I don't know!
The paint is in pristine condition, as if never touched though.
